Improving the report system!

I would be The Tongue-Twister and The Hesitant, mostly the latter if I'm unsure if a rule is being broken or not. If I were to ever see someone flat out breaking them and it's very noticeable, obviously I'd try to report them. But if I'm unsure, even after going through the rules and still unsure because of wording on their part and the rules, I'd hesitate.
