Characters: This is the first image I'm getting of him, so I hope not including a reference is okay, but he's a Nidoking.
Details: For the pose and expression, could he be standing and giving a small wave with a nervous/embarrassed grin? Going into his appearance, his spikes are smaller and more blunt-looking than an average Nidoking with his ears having no spikes at all. He also lacks the external teeth-tusks and wears a hawaiian shirt with a pineapple pattern that only just fits him over his spikes.
