People have caught shinies, so yes to that. Afaik no one has caught an albino or melan at this point and I'm not sure it's possible. You can hatch a random shiny but not a random albino/melan; you need the albino radar and that just works when you hatch something.

I'm laughing omg I went to fish for the first time tonight and caught a shiny Magikarp XD Are shinies more common while fishing than chaining eggs?
