You can buy a match up checker in the daycare ^^

That would be because voltorb is genderless and can only be bred with ditto :o

I thought you needed to have a Ditto egg in your egg dex to get a Ditto egg with a Ditto Egg Voucher.

I'm not sure if you do, but I know you can get it with the voucher somehow /shrug. You can also look it up on wiki as well.
