It's random. Unlikely, but still random. Random (in this case) doesn't mean "It will be different every time," but rather, "It will choose from the same list at random" and if it happens to pick the same thing multiple times, that's just how it is :v It's the same reason why you can get 3 shinies in a row if you're super lucky, nothing's wrong, it's just....Lucky? Unlikely? yeah
