Require an E-mail for Wiki accounts

So over on the Wiki we've been getting a lot of spam accounts lately. It's really getting on our nerves. After a little bit of discussion, we think adding a captcha or requiring an E-mail varification (or both) when making a Wiki account would really help. We = Wiki editors

Support! It's pretty irritating to see spam pages/users in the recent changes section.

Plus only the actual mods can even do that.

It already uses the Google ReCaptcha. If spammers are getting through, chances are they're being manually-powered somewhere in the process, which means additional checks probably won't matter much. At some point I want to make it so that your PFQ user is tied to the Wiki account. That will be the most effective.
