Well, it's just another way of competition, I guess. Maybe you could challenge up to two people at a time, leaving up to three people in a race, and bet on who's going to win? And have only one pokemon species in the race. For expample, if I wanted to challenge a player to a race, I'd have to send a request, and specify that I want to race Mew or something like that, and once the pokemon are in, you can bet a minimum of five credits. And after everyone's bet then it could give a small thing of who started in the lead, who passed who, and who won.
So just gambling? I think there are anti-gambling laws when kids are involved, tho I'm not 100% when it comes to British stuff. Plus there are much easier ways of getting credits than risking a double-or-nothing sort of scenario.
