There's two possibilities here: Either you're hitting "hold item" instead of "use item", which shows up for all consumables if you give the consumable to them; or your pokemon already has maxed out Contest stats, in which case you'll need to buy a Black Pokeblock to reset the Contest stats and be able to feed Pokeblocks.
