If the background is a color/css gradient, you can use rgba to set a semi-transparent background color. If it's an image, things get a bit more complicated. Example:
This is a 50% opaque white background
[css=background-color: rgba(255,255,255,0.5); padding:10px;] This is a 50% opaque white background [/css]
rgba(RED,GREEN,BLUE,OPACITY)

There's converters online to change hex codes into rgb codes if you need to do that
