Alright, so first off - Grab Bags are gambling. If Nintendo isn't allowed to do it, we're not allowed, so you're not allowed. At the end of the day, we are not a gambling establishment and we aren't regulated by the Gambling Commission, so we can't do anything gambling-wise.
Another point to note, a few people were using ZC to pay - thus, it can't be said that there was no 'real money' investment. But ZC does have real money value, and you can buy GP and Credits with it, and thusly they have real money value as well. While it is a technicality, at the end of the day there's more than just that to it - it's just a contributing factor included in the discussion to help you be informed consumers.
Looking at the data we gathered, we have come to the conclusion that by and large (with the exception of a few 'good eggs') the Grab Bags have been used to primarily make a profit, rather than run a fair gaming establishment.
Thus, we are officially disallowing the sale or distribtuion of 'grab bags' or anything similar to it (e.g. 'by any other name' type things).
In the end, regarding grab bags...
