Change Tournament Start and End Times

Change the Weekly Tournament start and finish time to be at reset instead of 7am. At the moment, some people have the chance to complete some of the tournament on Saturday morning from reset to 7am using the extra boosts that are given on those days. For other people, this is not possible due to sleep. At the moment everyone gets the same amount of time but some people have more chance to use all 6 days of shelter adopts and free day cares. This is especially apparent when it is mass click weekend and there are 3 boosts which can drastically change everything on the leaderboard. By changing this everyone would have the same amount of boosts over the whole weekly tournament no matter what time zone they are in.
