Replace the Counters with Active Staff

The bonus counters are being removed?! They're such a staple of the game (being around since PF1) that I doubt they'd remove them. All that was removed was the links.

Updating them was planned for a while xD However, other art projects are being prioritized at the moment. Since it's in the works, I'll be moving this to approved~
