hihi! i was just wondering if mew was claimed yet or not? (also for ones that people claim- does this mean they're allowed to comission art of that mon from other people, or is it simply they're allowed to reupload that sprite (with credit ofc)? /genq)

For any sprite you claim, you are allowed to do whatever you want with it. You can get commission art of them, change their design a little and do whatever. It's essentially yours to do whatever with as long as I'm credited for the original design :D
