Shelter pass?

I'm sorry if this was explained somewhere that I didn't see, I'm a couple weeks new. On the Wiki, itif says the Shelter Pass A will be unlocked after 100 Shelter adoptions, but I have 135 and it still isn't an option for me to buy. What do I not know? 😅

Update: a kind stranger gifted me the next shelter pass, sodo now that and the A pass option show up. I guess I'll never know. Oh well!
Then maybe they can only be purchased in order. It's a long time since mine have been locked :D
Did you have a shelter pass B in your inventory? I just tested, and if I only had the pass C, I couldn't see the pass A to buy it.
