Much of it talks about the special PFQ variants, but there is a section on regional forms that hopefully explains it better than I can.

I understand a little bit now. I'm still struggling with compatability though it seems like I can't find a good pair.
The wiki might help a bit more depending on what exactly you are trying to get. As for finding a compatible partner try using the QoL it'll highlight every partner that is compatible for it. You won't get an extremely high % for them though I'm not sure what the highest is but even when I use 2 pokemon that are from different OTs I only get about 69%.
