Shiny / Albino rate update

A balance adjustment and a buff for our free-to-play users!
After listening to a lot of feedback regarding the balance of shiny and albino hunting, the following adjustments have been made:
- The base Shiny rate has been halved, but
- The base Albino rate has been doubled.
* This means that the base Melanistic rate remains unchanged.
- The Long Chain bonus now kicks in at 100, and every multiple of 100 after that
- The power of the Long Chain bonus has been divided by 10
* This, too, means that overall it remains unchanged. You just get bonuses sooner and more often.
- The Long Chain bonus for non-Arceus-rank players now caps out at 5,000 instead of 4,000.
- Non-Hypermode users can now chain up to 38 instead of 35, narrowing the gap that Hypermode creates from x6 to x3.
We will continue to monitor data and listen to feedback, but we hope that these updates help with some of the balance issues that have been brought up.

Not using hypermode can really resut in bad hunt results *cough 800+chain4shines* and I'm hoping it can sorta bridge the gap between hypermode and nonhypermode players. Also liking those new albino chances!

Just to make sure I'm understanding this correctly, does this mean we hatch a more even numbers of shinies and albinos instead of a ton a shinies with some albinos?

However my current chain still shows 35 instead of 38. [Current chain: 361 / 35]
Am I misunderstanding something? ^^; I apologize in advance if I do.
