I'm a little on the nose about this one but leaning more towards no support, hear me out -
I'm not sure if this counts as spoilers, but: seeing as Pawmot isn't the only evolution obtained via walking in s/v, and considering that most evo requirements on the site are the same as in the official games - I think it's unlikely to be changed. Aside from that - whenever you're having trouble obtaining a certain mon, you can always turn to the shelter or the community. I'm sure any number of people would be more than happy to do dex trades for those unable to evolve them themselves.
All of that being said though, I do agree that it would be nice for accessibility to be considered more, especially when it comes to the Pokewalker. I agree with Keging;
-building off of that, and heading back towards the "no support" side, I think they took these evos as an opportunity to get people to use the Pokewalker more. If that is the case, adding a different evolution method would sort of defeat the purpose ^^'
