For progress bars yes there is a way to manually change the colours, text, border and all aspects of it.

Use // to comment out whatever you don't want to change and choose the rest of the values yourself.
edit: I took a quick look at your journal, it should be possible to use the same rainbow gradient for the progress bars too, if that's something you might like to see I don't mind helping you with it, but I'd need to see the CSS of your journal
To change the size of tip text, use this: .tooltip_content{font-size: 10pt} and change 10pt to whatever you want (10pt is the smallest font allowed under legibility guidelines).
