Ah, I see! Without colour, I thought it looked like there were leaves on its head and assumed grass-type, haha! But yes, I see it as Frillish now!

Mew had a plan. A plan to give a pinch of humanity to all pokemon. This was to show the legendary pokemon that humans were needed, but it caused a catastrophe.
